Just admit his request to let him in the meeting
You can share joining link, meeting ID exist in joining link, or simply add people with their mail IDs and invite them
On web application initiator of meeting can mute participants but participant pant can unkute on their own

If you are participant of a meeting, you have two ways to join meeting
